Prior to the adoption of 17.30.020 (Ord. 2131) on 01/20/2003, Section 17.30.020 read as follows.

    Except as herein, or in other codes and ordinances of the city, made and provided, no building or land shall be used and no building shall be hereafter erected, structurally altered or enlarged, except for the following uses:
    1.    Agricultural implement sales and service. Merchandise may be displayed or sold on open lot;
    2.    Ancillary entertainment, being those uses where the entertainment function typically consists of background listening music, either live or programmed, at eating, drinking or other establishments;
    3.    Antique furniture sales and repair;
    4.    Aquatic, recreation equipment sales and service. Merchandise may be displayed and sold on open lot;
    5.    Art and school supply stores;
    6.    Art galleries and studios;
    7.    Auction salesrooms, other than livestock;
    8.    Auto accessory stores;
    9.    Auto and truck dealership. Merchandise may be displayed and sold on open lot;
    10.    Automobile body and repair shops;
    11.    Automobile Service Stations. All automobile service stations shall be classified into one of the following categories:
    a.    Type A: an automobile service station which
    in addition to the retail dispensing of vehicular fuels, offers to perform, as an accessory use, automotive maintenance, service or repair, including, but not limited to the sale and installation of lubricants, tires, batteries and similar accessories for automotive vehicles by owner representatives. Self-service islands for dispensing motor fuels where the customer fuels his motor vehicle at certain pump stations are allowed.
    b.    Type B: an automobile service station in which the dispensing of vehicular fuels is performed primarily by individual patrons and which does not offer to perform any manner of automotive maintenance, service or repair.
    c.    Type C: a Type A or B automobile servicestation which offers or includes, as an accessory use, the retail sale of merchandise or services not related to the maintenance, service or repair of automotive vehicles;
    12.    Automobile washing, to include the use of mechanical conveyors, blowers and steam cleaners;
    13.    Bakery shops, for the baking and processing of food products when prepared for retail sale or wholesale sale on the premises;
    14.    Banks and financial institutions, including drive-thru and walk-up facilities;
    15.    Bicycle and motorcycle sales, repair and rental;
    16.    Blueprinting and photostating establishments;
    17.    Book or stationery stores;
    18.    Bottling and distributing of beverages;
    19.    Business college or trade school, operated as a business enterprise;
    20.    Camera and photographic supply stores;
    21.    Carpenter or cabinet shops;
    22.    Catering establishments;
    23.    China and glassware stores;
    24.    Churches;
    25.    Clothing, custom manufacturing, and alterations businesses;
    26.    Clothing sales and costume rental shops;
    27.    Coin (i.e., numismatic) and stamp (i.e., philatelic) stores;
    28.    Contractor businesses and storage businesses;
    29.    Custom sign painting shops;
    30.    Day care or day nursery;
    31.    Department stores;
    32.    Drug stores, including drive-thru facilities, for pharmacy and prescription drug pick up only, including nonprescription health-related items, but excluding and in no case for any other general merchandise to be sold;
    33.    Dry-cleaning and laundry-receiving stations;
    34.    Dry cleaning, commercial laundries, linen, towels, diaper and other similar supply services, limited to six thousand (6,000) square feet of gross floor area per establishment;
    35.    Dry goods or notion stores;
    36.    Eating and drinking establishments such as restaurants, tea rooms and cafes, including drive-in, drive-thru and/or food delivery services, as defined in Section 17.26.020(21);
    37.    Employment agencies;
    38.    Florist shops, conservatories, retail greenhouse sales, greenhouses not to exceed six thousand (6,000) square feet;
    39.    Frozen food lockers, including wholesale storage;
    40.    Gift shops;
    41.    Gun and ammo sales and service shops;
    42.    Haberdasheries;
    43.    Hardware stores;
    44.    Hobby shops, for retail sales of items to beassembled or used away from the premises;
    45.    Interior decorating shops;
    46.    Jewelry and watch repair stores and shops;
    47.    Laboratories, (limited to medical and dental), provided there is no danger of fire or explosion nor of offensive noise, smoke, dust, odors, heat, glare, vibration or other objectionable conditions beyond the confines of the premises upon which the use is located;
    48.    Laundries (limited to automatic, self-service type);
    49.    Leather goods and luggage stores;
    50.    Liquor stores, (limited to sale of packaged goods);
    51.    Locksmith shops;
    52.    Lounges, taverns and pubs;
    53.    Lumber yards;
    54.    Machinery sales and services;
    55.    Meat markets;
    56.    Medical and dental clinics;
    57.    Monument sales;
    58.    Motels and hotels;
    59.    Motor vehicle repair and body shops, (excluding tractor trailers and industrial equipment);
    60.    Municipal buildings and facilities for governmental uses and purposes, proprietary uses and purposes, or a combination of both governmental and proprietary uses and purposes;
    61.    Music conservatory or music instruction establishments, dance studios, recording studios;
    62.    Newsstands;
    63.    Offices, business and professional;
    64.    Paint and wallpaper stores;
    65.    Pawn shops;
    66.    Pest control businesses;
    67.    Pet shops or animal hospitals;
    68.    Photograph developing and processing shops;
    69.    Physical culture and health service establishments, including: gymnasiums, swimming pools, reducing salons and tanning spas;
    70.    Picture framing shops;
    71.    Post offices;
    72.    Printing, lithographic or publishing establishments;
    73.    Processing or assembly; provided, that the processing or assembly space occupied in a building does not exceed twenty-five thousand (25,000) square feet of total floor and basement space, not including stairwells or elevator shafts; and provided such processing or assembly can be conducted without noise, vibration, odor, dust or any other condition which is disturbing to occupants of adjoiningproperties. When manufacturing operations of the same or similar products demand space exceeding twenty-five thousand (25,000) square feet, they shall be located in an industrial district;
    74.    Public garage, for parking and/or storage for vehicles;
    75.    Public service facilities, including electric distributing substations, fire or police stations, telephone exchange, and similar uses;
    76.    Recreation places, including bowling alleys, gymnasiums, skating rinks, archery ranges, billiard halls, miniature golf courses or other similar places of amusement or entertainment;
    77.    Secondhand stores;
    78.    Shoe and hat repair stores;
    79.    Sporting goods stores;
    80.    Supermarkets;
    81.    Tailor shops;
    82.    Taxidermist shops;
    83.    Theaters, excluding drive-in theaters;
    84.    Ticket agencies, (limited to entertainment functions);
    85.    Tobacco shops;
    86.    Travel bureau and transportation ticket offices;
    87.    Undertaking establishments and funeral parlors;
    88.    Undertaking service and supply businesses;
    89.    Upholstery shops;
    90.    Wholesale and retail businesses, examples being, building products, cement, electrical, roofing, refrigeration, masonry, painting, plumbing, air-conditioning, heating and ventilating;
    91.    Wholesale and retail feed and seed stores;
    92.    Wholesale merchandise brokers, (including wholesale storage businesses);
